The Machine-default permission setting does not grant the local activation permission for the COM server application (CLSID {000c101c-0000-0000-c000-000000000046}) to the user NT Authoritynetwork SERVICE SID (s-1-5-20). You can use the Component Services Administration tool to modify this security permission.

The contents of the log mean that

The user Network Service does not have locally activated permissions on the CLSID-000c101c-0000-0000-c000-000000000046 application, so locating the application requires a locally activated permission in the Component Services administration tool. Here are the three networking practices:

1 because in the Component Services management tool, only the component name and application ID (APPID) are displayed, you must first go to the registry to find the APPID of the application for this CLSID.

2) Open the registry and locate the AppID below hkey_classes_rootclsid{000c101c-0000-0000-c000-000000000046} to copy the AppID value.

3 Find this AppID application in the Component Services management tool. When found, open the application's properties, in the properties of the Security tab under the "Start and Activate Permissions" Select Custom--edit, in the pop-up window to add the user Network Service, and check the "local activation "Permission is available.
