You can try this by using the following method:
1. Set up a catalogue on the computer: Localsite
2. Download Content.jar from HTTP://DOWNLOADS.ZEND.COM/PDT, Artifacts.xml, Artifacts.jar three files into Localsite folder
3. Edit Artifacts.xml file and replace "${repourl}" inside with "HTTP://DOWNLOADS.ZEND.COM/PDT"
4. Pack the artifacts.xml into the Artifacts.jar, and then drag it directly into the Artifacts.jar.
5. Open Eclipse,help > Install New Software > Add > Local selection localsite then start the installation.
6. Installation complete, restart Eclipse to open your PHP tour.
