LCD display, 60Hz really don't flash?

This is the case where most people see it-the LCD and CRT display work in different ways, and the human eyes feel no flash is irrelevant to the LCD display's "Refresh frequency.

It gives me the feeling that the LCD will not flash in any way.

However, on this 17 inch LCD screen, I felt that the static text above seemed to be beating from time to time, especially when people looked up the display from a low position. When a normal face view is performed, it mainly feels that the part above is flashing, probably because that part is equivalent to looking up ?. This is a Lenovo-branded computer. The system environment is WINXP SP2, 32-bit color, 1280 *, 60Hz.

I tried to change the display mode to 1280 *, 70Hz. Then my eyes didn't feel anything blinking, and it was okay to change the angle.

Can I overturn the above statements?
