Symptoms:

Unable to connect to the DB through the listener, the client connection timed out with an error: ORA-12170

The local connection on the DB server is no problem.

Reason:
The logged-on user in the listener service is different from the logged-on user in the database service.
In such a case, the listener cannot spawn out the proprietary server process

Solution:
In the Windows Service service, locate the listener service, right-click the Listener service, locate properties-log on, and change its login user to the same OS user as the database service.
