The Windows 8 Developer preview, Consumer preview, and customer preview provide personalized menus, and if the malicious program modifies registry permissions, modify the "Hkey_classes_rootdesktopbackgroundshellpersonalize" Permissions and delete this, the desktop's right-click menu will lose the Personalize shortcut menu.
