But there is a situation, the user can double-click a time to open, can be turned off, open again, but prompted:
Cannot open file: [file Path\File name]. The file may is not exist, if not have permission to open it, or it may is open in another program. Right-click the folder that contatins the file, and then click Properties to check your permissions for the folder.
This is the case with Outlook at the same time, if you turn off Outlook, this msg file to open a few times no problem, so, it should be the msg file opened, triggering Outlook opened handle will not end, causing it to think that the file has been opened.

After looking round, the discovery is that the company Outlook installed a add-in, and then updated the system32 under the Mscoree.dll to a new version: 2.0.50727.3053, which belongs to the. NET Framework. The workaround is to retrieve legacy file overwrites from the I386 folder in the XP installation disk.
In the process of looking for the reason, found that there are other circumstances may lead to this problem, special take off the standby:

Problem
You ' ve saved a Outlook email as an MSG file. If you are open then close the file, you can ' t re-open it, rename it, or delete it in Filecenter. When you try to re-open the "MSG" file, you get an error message that says, in part:
Can ' t open file: [filename]. The file may is not exist, if not have permission to open it, or it may is open in another program.
This to happens if Outlook is running, and it goes away if your close Outlook.
Cause
Once you ' ve opened the file, Outlook keeps a lock on it, even if your close the file. Closing Outlook releases the lock. This isn ' t normal behavior. Normally Outlook should release the lock as soon. Any number of things could is causing the problem.
Solution #1
The simplest solution is to use Filecenter ' Preview ' button instead the ' MSG ' file. The previewer gives a faithful view of the email message without opening it. This is all about need most of the time. Then If you are need to extract a attachment or reply to the email, can still open it in Outlook.
Solution #2
One reported problem is a corrupt Outlook "Extend.dat" file. The solution is to force Outlook to rebuild the "Extend.dat" file, which are fairly easy to do.
Important:this is normally a safe operation, but your should still make sure your have your Outlook PST file backed up befo Re you try it.
To rebuild your "Extend.dat" file and do the following:
Quit All programs, especially Outlook
Click the Windows "Start" menu and select the "Find" or "Search" option
In the search options, select ' All Files and Folders '
In the ' Named ' or ' all or ' of the ' File Name ' box, type Extend.dat
In the ' Look in ' list, make sure your a local hard drives are
Be sure to select "Include subfolders"; This May is under the "Advanced" option
Click "Search" or "Find Now"; Let the search run until it ' s finished
In the search results, right-click on each extend.dat that's found and select "Rename" from the pop-up menu; Change the name to Extend.old
Now restart Outlook to rebuild the "Extend.dat" files. Once Outlook starts, you should is able to open and close MSG files repeatedly without the error.
