1. Uninstall ArcGIS 9.3
Before installing the new ArcGIS must uninstall the old version, before the search on the internet a lot of useless, feel uninstall is not so troublesome, in order to uninstall ArcGIS License Manager,arcgis desktop and server, delete the files in the installation directory. The registry can be used without a tube.
2. Install ArcGIS License Manager and ArcGIS Desktop

3. Install ArcGIS Server for. Net
This is one of the most problematic, one-piece.

3) After all successful installation, access to the ArcGIS Services Manager prompt page does not appear, rest also, search for a long time, found a solution.
Specific reasons:
Microsoft's KB958481 patch will set web Service Extension for ASP. NET 2.050727 to ' forbidden ' in IIS Manager, and ArcGIS Server Manager will need to rely on ASP. NET 2.05072 work.
Confirm that the patch is already installed in Add/Remove Programs (tick show updates at the top). In the Microsoft. NET Framework 2.0 Service Pack 2 section, see if there are KB958481 listed. This patch affects Windows 2003 and XP systems.
Solution:
Open IIS Manager and set Web Service Extension for ASP. 2.050727 to ' allow '.
Click Start > Control Panel > Administrative Tools > IIS Manager.
Click the Web Service Extensions folder.
Select the ASP. NET 2.050727 and click ' Allow '.
ArcGIS Server Manager and Rest pages should now work correctly.
4, the ArcGIS Services Manager page can finally display, but always prompt for unsuccessful landing, and later found to use the following format to log in:
