The BBC said 27th that the British Government had decided to stop providing financial assistance to 16 countries, including China, and that Britain had earlier announced that 1 billion pounds of economic aid to India had been frozen. The relevant official statement text will be announced this week. A draft plan from the UK's Department of International Development shows that Britain's decision to stop economic aid, in addition to China, has 15 countries, including Russia and Iraq. Britain made such a decision solely out of the need for "Britain's economy and security". The UK believes that the most needed assistance is in countries and regions with a large number of women and children living in danger, as well as in places such as Ghana and Afghanistan, where infectious diseases such as malaria are rampant. The British government plans to put aid money in the 27 countries most in need of attention and assistance. By 2014, 30% of Britain's economic aid will be spent on war-torn, socially turbulent areas, and countries such as China and Russia are not. Notably, the British government has also announced a freeze on economic aid to India. India is now one of Britain's biggest donors, because India is thought to have about 500 million people still in extreme poverty. But British media have long been a reminder to the British government that India, with an annual growth rate of 10% per cent, does not need British aid. The British Minister for International Development, Mitchell, this month became the object of the media "shelling". The Daily Telegraph reported that Mitchell was questioned by many Britons following the announcement of a 1 billion-pound aid program to be offered to India in mid-February. Critics say that while most Indians are poor, India has its own nuclear power plant and space program, and the number of billionaires is three times times that of the UK, which spends about 4 billion pounds a year on foreign financial aid. But in the last two years, with the UK recession, the government has been more "penny-pinching" in the face of tight finances and annoyed at any "less-than-blade" money. In addition to the UK, there is Canada in the western countries that have "settled accounts" on foreign economic aid. The Toronto Sun, 26th, quoted Canadian writer and historian Branka La Pachini as saying that Canada's foreign economic aid reached $36 million trillion last year, with the beneficiaries including China, which successfully hosted the Olympic Games. The scholar argued that Somalia's power could not be compared with China's, and that both countries received Canadian aid, which is questionable. However, Canadian government International Development Agency spokesman Milroy said that Canada has not directly to China to send money, but a variety of technical assistance and projects to improve the human rights of minorities and by Canadians and international organizations to implement environmental governance projects. In addition to Britain and Canada, Germany has slowed its inflows of aid to China sharply, while Japan has halted low-interest loans to its powerful neighbour in 2008.
