Unlike At&t's clear positioning in the cloud industry, the three domestic operators, whether China Telecom's "Nebula Project" or "The Big Cloud Project", are generally adopting a "tall" industrial strategy, trying to build a cloud computing industry base in the country by constructing a broad cloud computing industry chain. Comprehensive layout provides cloud computing services for IaaS, PAAs, and SaaS tiers.
