This paper aims to study the public safety emergency management of Intelligent city from the dual dimensions of system and technology by using the literature research, comparative research and case study methods. Taking Guangzhou City Public safety Emergency management status as the illustration, it discovers the problems and deficiencies in the process of Guangzhou public safety emergency management, including the weakness of the city comprehensive Emergency commanding force, the poor operation of public safety information publishing system, the lack of the overall linkage force of public safety Emergency Management, Public Security Emergency Management participation in the support of insufficient and public safety emergency management links omissions. On the basis of analyzing the causes of the problems and summarizing the experience of the public safety emergency Management in other countries and regions, this paper puts forward the countermeasures for constructing the public safety emergency Management in Guangzhou, including establishing the positive government public safety management concept, perfecting the management system, strengthening the application of technology and improving the Emergency management level Comprehensive use of intelligent security information platform, strengthen the linkage ability, fully mobilize the protection of the city's intellectual security rights, and improve the city's public safety management system. We hope to improve the low efficiency and disorderly state in the process of Guangzhou public safety emergency management, and create a smart, safe and harmonious City public security environment.
