The different application level of cloud computing will affect the enterprise's IT decision in different degree, and the corresponding IT decision mechanism will change accordingly.  This paper deeply analyzes the impact of the three-tier service model of cloud computing on it decision making, and proposes the framework of IT decision mechanism based on cloud computing background.  And through the successful implementation of cloud computing enterprise case Analysis and verify that this paper is the framework of it decision-making mechanism. This paper not only adds the IT service model dimension to the previous IT decision mechanism framework, but also provides the system framework for the application of cloud computing in the enterprise.
