In his participation in discussions on the impact of the crisis on low-income countries, the Rwandan Minister of Finance and Economic planning, James Moussony, said: "The financial gap created by the global crisis has not only jeopardized the progress of countries, such as the Governments of Rwanda and other countries that have been working to implement important reforms, but also reduced our chances of achieving the 2015 Millennium Development Goals. IDA15 Building a Crisis response window can help us mitigate the short-term effects of the crisis without sacrificing long-term efforts. "We are pleased that donor countries and partners have expressed support for creating a crisis response window within IDA, and we will now submit the proposal to the IDA board for approval," Zoellick said. "Although there are signs of recovery in developed countries, the risk of deepening poverty in IDA borrowers is real," said Ngozi Oconyo-Okonjo, managing director of the World Bank, who chaired the IDA15 assessment. "The IDA15 Crisis Response window will provide additional funding for IDA borrowers to secure core spending on health, education, social security, infrastructure and agriculture."
