You may be a bit confused about the title, and the menu display is relative to the link display. In Windows 7, the options under the Start menu are generally linked, that is, clicking an item, such as Control Panel, opens a Control panel window and looks for the options you want. In fact, users can set the items that the Start menu displays, such as displaying the computer or Control Panel directly as a menu instead of a link.
Action steps are as follows:
The 1th step right click the Start menu button, select the "Properties" option in the pop-up menu, pop-up the taskbar and Start Menu Properties dialog box, under the Start Menu tab, click the Customize button, as shown in the picture.
The 2nd step pops up the Customize Start Menu dialog box, select the Show as Menu radio button under Computer and Control Panel, and then click OK. As shown in the figure.
Then open the Start menu and find that both computer and Control Panel appear as menus, and you don't have to open the window individually to find the items you want, as shown in the following illustration.
