The problem lies

The exact method is: InstallPackageResourceViewer

After installation, COMMAND + Shift + p to open the commands panel input enter PackageResourceViewer: Open Resource:

Select Package 配置文件 , (for example Emmet Default (OSX).sublime-keymap ,) to open the default configuration file and edit it. (All configuration files can be found.)

So the problem is solved.
