According to Shang Fulin's introduction, the three pilot banks in the development strategy and market positioning are unique, the goal is to provide efficient and differentiated financial services for the development of the real economy, in which the former Maritime micro-Bank of Shenzhen will be a private bank with the characteristics of focusing on serving individual consumers and small micro-enterprises.

The other two approved banks are: Chint, Huafeng as the main initiator in Wenzhou, Zhejiang Province, the establishment of Wenzhou civil and Commercial Bank, as well as North China, the main initiator of the MAI, in Tianjin, the establishment of Tianjin Jincheng Bank.

In this year's "two sessions" during the announcement of the first pilot list, the CBRC will follow the initiative of the main initiative, commercial sustainability principles, and actively cooperate with the pilot bank, further refine and improve the feasibility assessment report and preparation plan, encourage its early submission of formal preparation application. During the period, the CBRC also organized a symposium on local government financial offices and private enterprises participating in the pilot, sent people to the pilot Bank site investigation and guidance pilot work, and urged the location of the CBRC at any time to communicate to understand the problems faced by the pilot, and actively and steadily promote the pilot work. In late July, the three pilot banks to the Banking Regulatory Commission submitted a formal application for preparation, and the CBRC approved the agreement.

It is understood that these three pilot banks in the preparation of the plan are in the current commercial banking law and other laws and regulations, the establishment of continuous management should be consistent with regulatory laws and regulations of the unified requirements, and the existing banking institutions fair competition. At the same time, the sponsors of private banks have voluntarily assumed more responsibilities and supported the better development of the pilot banks. The pilot banks have adhered to the principle of "pure civil capital", determined the relevant arrangements for their own risks, and the shareholders undertook to voluntarily accept extended supervision, and will establish a bank recovery and disposal plan before opening.

Shang Fulin said that the next step, the CBRC will guide the three pilot banks to prepare a working group for the preparation of the work, set up a reasonable corporate governance structure, drafting the bank charter, the selection of qualified directors, senior management, the formulation of operating principles and plans, the establishment of the bank's main management system and risk prevention At the same time, will continue to guide the preparation of two of the first pilot banks to improve and determine the preparation of the plan, timely summary of the pilot experience, the timely expansion of the pilot scope, and further mobilize private capital into the financial industry enthusiasm.
