According to Cnnic's latest report, China's Internet users have reached 618 million, adding 53.58 million people a year. The internet penetration rate was 45.8%, compared with a 3.7% increase at the end of 2012. However, other data show that the overall state of the Internet in China is more and more unbalanced than the developed countries. The United States has about 120 million effective network domain names, an average of three people per person. And China currently has only 18.4 million valid domain names, on average every 74 talents have one, less than the world per capita level of one-sixth, is the United States per capita level of one-twenty fifth. There are about 100 million sites in the United States, and China has only 3.2 million sites, a difference of 30 times. In fact, China had 3.23 million websites in 2009, reaching the highest point in the history of Chinese Internet. Four years later, the growth rate of the website is actually negative. Chinese information occupies less than 3% of the total amount of information available on the global Internet.

If the level of Internet development to measure the level of information on a country, the level of information in China's society is how, compared to the world average level, how far from the developed countries, depends on what you use those indicators to measure. On the contrary, all kinds of apathy and panic formed out of ignorance and prejudice, the resistance and the arbitrary repression formed by the vested interests and the inertia thinking, all kinds of invisible barriers and obstacles make China into an extremely unbalanced state in the process of moving from industrialized society to information society.

Thus, the whole society can be divided into the Internet of China and non-internet China. The internet in China has nearly half of the Chinese population, mainly by the school-age population and non-agricultural labor force composition. They live on an average of 5-6 hours a day on the internet, living, studying, working, socializing, and all relying on the internet. Non-Internet China has the other half of the population, mainly from the elderly and the agricultural population. They are still living in the traditional way of life, is a disadvantaged group in the information society. In the Internet China, the value concept and cultural orientation advocates open pluralism, market competition, openness and transparency, reflecting the modernity of society. In non-Internet China, the values and cultural orientation of industrial society and even agricultural society are still in great unified, bureaucracy and even militarization of social operation mechanism still occupy the mainstream.

Unbalanced Internet development has a reasonable side and a more unreasonable side. Any progress involving the whole society has always been a breakthrough and all-round development, China's Internet from commercial applications to start fully understandable, but it is difficult to understand the Internet to the Non-commercial application of the access to the human obstruction and resistance. A social public service and social management system should be the main driving force and important beneficiaries of network and informatization, such as schools, hospitals, media, administrative agencies and so on should be the guide and leader of Internet service. But on the contrary, the Internet services of such institutions can best be described as nothing more than nothing.

If the development of China's Internet has been unbalanced for a long time, it will not only delay the informatization process of the whole society, but also restrain and reduce the existence and development space of the network industry. If a bucket of water capacity depends on the short plate, then only a long plate of barrels is more impossible to put into how much water. When much of society's attention is intentionally or unintentionally directed to the dragon and myths of several internet companies, the imbalance of Internet development is neglected. This not only to network users and network companies, but also to the whole society's balanced development and towards modernization disadvantage.
