Eventually, the new technology developed by IBM was too complex and significantly exceeded IBM's previously scheduled funding and technical input. So the two sides said they would not continue to agree on plans for future development. But IBM and NCSA joint statements will work closely together and retain IBM's right to participate in the project.

IBM will return the investment it has received so far and NCSA will return the equipment to IBM, but IBM and NCSA have pledged to work together in future China computing projects. "It's not always the case, especially with the government," said Rick Doherty, director of Technology Assessment and market research at Envisioneering Group.

The Blue Waters project was jointly funded by the National Science Foundation and the University of Illinois, which aims to build a supercomputer based on the Power 7 processor with petajoules floating-point operations per second. Once built, it will become the most powerful supercomputer on the list of TOP500 supercomputers. NCSA plans to use the supercomputer for researchers in the fields of physical modeling, materials science, meteorology and biology.

Doherty says another challenge that IBM and NCSA may face is the changing technology landscape. Over the past four years, technology has exploded and accelerated computing, such as using a low-power GPU (graphics processing unit), to achieve petajoules times.
