The development of ICT in Singapore dates back to the early 80 when the Singapore government launched the National computerization programme. Up to now, the Singapore government has launched the 6-generation national information and communication overall plan accordingly. These national plans are essentially a whole, including public and private sector planning and construction, to develop information and communication infrastructures, human resources and services to ensure the timely and efficient deployment and application of ICTs. Recently, the Flying Elephant Net reporter travels to Singapore to visit "Wisdom country 20.5" the development present situation, has carried on the On-the-spot interview to the Singapore Information and Communication Development Authority (IDA) several senior level. We will explain the Singapore Government's strategy in promoting E-government, data center and cloud computing, new generation broadband network, wireless @ Singapore, 4G and so on to share its experience.

Six strategies to push cloud computing

In the area of cloud computing, the Singapore Information and Communication Development Authority (IDA) hopes to enhance the competitiveness of Singapore's enterprises through cloud computing, and to strengthen the dynamism and development of the information and communication industry through the construction of cloud computing ecosystems.

"The data show that the application of SaaS in Singapore will grow at a composite annual growth rate of 20%, and in 2015 Singapore will have one of three companies to apply SaaS." "Ida China Regional director Li Schin in an interview with the Flying Elephant Net reporter said.

At the same time, the application of "infrastructure as a Service" (IaaS) will increase by 21% annual growth rate. The Singaporean government has also been encouraging the application of cloud computing. And with the advent of a new generation of national broadband networks, Singaporeans will be able to enjoy faster Internet services, and the services that cloud computing can offer will be a part of the new generation of broadband services.

"In this context, IDA has adopted six strategic guidelines, namely, the flagship users who support cloud services, the ability to attract cloud operators, industry and talent, build research and development relationships and knowledge capital, provide the necessary infrastructure, and establish a credible environment through policy and regulation." "Li Schin said.

Since 2010, IDA has launched four proposals for cloud computing to promote cloud computing applications. Depending on the impact and scale of the project, the selected projects from industry, government and research and development are based on the approved time limit (up to 6 months) and the quantum cloud service will be supported by one of the cloud service providers from the sponsoring cloud resources in computing and storage resources. These four proposals have already enabled 57 projects to obtain cloud resource support for test beds, proof-of-concept and research work. Ida has also launched a fifth-time proposal to address big data issues.

In attracting operators, IDA is working closely with other government departments to attract cloud operators to Singapore. "There are already amazonwebservices, Atos, Fujitsu, IBM, Microsoftazure, Savvis, and other cloud service providers in Singapore that are building cloud data centers and servicing the local and Asia-Pacific markets. Salesforce.com and Tata Communications and other famous enterprises. "Li Schin said.

Ida has also launched a number of projects to attract and support cloud-computing participants as part of its multi-pronged strengthening of the ecosystem's dynamism and diversity. A typical example is the five-year strategic plan for the "information and communication Industry productivity Blueprint", which will inject $46 million, to help Singapore's local ICT companies achieve a shift towards product or cloud-oriented business models, allowing them to expand rapidly with as few human growth as possible, More efficient service to global customers.

"In addition, IDA has launched G-cloud's plan, which will be a new generation of" overall government "hosting infrastructure. Government cloud bidding was carried out in September 2011, which will achieve cost optimization, provide a full range of cloud products and provide a platform for the development of public application innovation services. "Li Schin said.

First Data Center Park 2014 operations

Data from Ida show that Singapore's business data center will grow by 52% to 336,900 square meters by 2015. To meet regional data center needs, IDA is partnering with other government departments and operators to launch a data center Park project.

"The centre is planned to be completed in 2014 years, covering an area of 13 hectares, which can accommodate 8 data centre buildings, with a capacity of over 70,000 square metres and up to 105,000 square metres." The establishment of the data centre will consolidate Singapore's position as the ideal destination for the data centre and the Asian Information and Communication Centre. "Li Schin said.

It is reported that the project was established by Ida, the Singapore Economic Development Council (EDB) and Jurong Group (jtccorporation), in addition to attracting companies and multinational agencies to operate their headquarters and advanced data centers in Singapore, the data Center Park will also attract banks, More advanced data centres, such as telecoms operators, have settled here to further help establish Singapore's position as a centre for information communications and media.

"Such a data center infrastructure will attract world-class networks and media companies to locate their content and services in Singapore, thereby attracting more network traffic and international network providers." "Li Schin said.

Building an efficient green data center

According to a 2008 data report by McKinsey, the largest 10 data center operators in Singapore are consuming the same amount of energy as 130,000 households. In addition, data center capacity will grow between 2010 and 2015, resulting in an increase in energy consumption. Therefore, improving the efficiency of the Singapore Data Center is very important.

To boost energy efficiency in the local data center industry, IDA is partnering with strategic partners such as Singapore's new agency (SPRING) and Singapore's Construction Authority (BCA) to launch a series of initiatives to promote and encourage data centers to improve energy efficiency.

"For example, IDA, in collaboration with Singapore's Information Technology Standards Committee (ITSC), has developed a Green data center standard SS564 to help organizations establish the necessary system processes to improve the efficiency of their equipment and enhance their competitiveness. "Li Schin said.

Other IDA Green ICT initiatives include the data Center's green Logo Program (greenmarkscheme), which helps measure the performance and extent of the data center's greening process.

"There is also the Green Data Center Innovation Challenge Project, under which Ida launched a collaborative program in March 2011 to help improve the energy efficiency of the data center plate." At present, 4 companies have emerged, they will pilot their own green data center innovative solutions, and will be the pilot with the industry to share their findings and results. "Li Schin said.
