 Any team (whether team or organization) that develops and implements a DevOps change roadmap needs to address the following two issues:
 
 (1) Solve the problem of productivity decline

 (2) Overcoming cultural inertia
 
 How to solve the above two problems:
 
 (1) Control the decline: similar to agile coaches, use DevOps coaches to promote the implementation of DevOps; accurately identify KPIs for business goals;
 
 (2) Start the pilot implementation: 3 to 5 pilot teams, each with a full-time or part-time DevOps coach.
 
 (3) Overcoming cultural inertia: Only by combining top-down support and bottom-up investment to overcome cultural inertia, can DevOps solutions be effectively implemented and fully utilized.
