Applicable to domestic individuals or e-commerce enterprises in the customs approved by the E-commerce platform to achieve cross-border transactions, and through the Customs special supervision of the region or the bonded supervision of the entry and exit of E-commerce retail inbound and outbound goods (Customs special Supervision area, bonded regulatory sites and outside the territory (outside) Retail imports and exports traded through E-commerce platforms do not apply to the regulatory approach.

The "1210" regulatory approach is used when importing only the Customs special Supervision area and the Bonded Logistics center (Type B) authorized to carry out Cross-border trade e-commerce import pilot.
