BEIJING, July 29 (Xinhua) The city's Urban Development Report, published by the Chinese Academy of Social Sciences Today (No.3), says the city's available land resources are close to the limit. Chinese food security needs to maintain the red line of arable land, China must retain the natural productivity of the high ground. The urban Blue Book points out that since the reform and opening-up, on the one hand, along with the economic development, the Chinese urbanization process jumps into the fast lane, on the other hand, the Chinese city development quality urgently needs to ascend. During the "Eleven-Five" period, the restriction of scale expansion and the pressure of quality promotion in the process of urbanization in China are becoming more and more obvious. Looking forward to the urbanization of "Twelve-Five", whether it is natural evolution or macro-control, China is bound to enter a whole transition period from scale expansion to quality promotion, which will appear and accelerate the overall transformation of urban social and economic development. First, China's industrialization process has entered the middle and late stages, the speed and scale of industrial expansion has slowed down, has reached or is about to peak. 2009 China's crude steel production has reached 5.7 billion tons, accounting for 48% of global production, cement production reached 16.5 billion tons, accounting for 60% of global production. From the experience of developed countries, the extension of urbanization tends to be slowed down or even terminated in the middle and late stages of industrialization. At present, the impetus of China's rapid industrialization expansion has weakened, so the pulling force to urban spatial expansion has been limited and will become weaker. Second, urban available land resources are close to the limit. China's food security needs to maintain arable land red line. China must retain land of high natural productivity. South-east coastal areas, the Yangtze River Delta, the Pearl River delta area of available land has been developed, these cities even if they want to expand, there is no land space. In this way, urban development can only be passively transformed. Third, China's urban reform and opening-up 30 years of economic development, has accumulated a considerable material base, the city's economic strength has been greatly improved, the urban infrastructure has begun to take shape, the city's service function has been strengthened, so that the overall transformation of urban development economic resistance has been weakened. Four, the Chinese urban social contradictions become the internal cause of the overall transformation of China's cities, the income gap shows that income adjustment and social security is imminent, more than 200 million migrant workers are difficult to integrate into the city, marginalization, is clearly a social stability problem. Only the whole transformation of urban development can reduce the regional and urban-rural differences caused by the polarization allocation of social resources. The city's resources, environmental protection and ecological security also require urban development from extensive to intensive, and "resource-saving, environment-friendly" cities.
