This is the first high-level meeting between China and Europe after the entry into force of the Lisbon Treaty and the establishment of the new European Commission, as well as the continuation of the dialogue between China and the EU leaders.  The two sides exchanged views on China-EU relations and major international issues in a frank and in-depth way and reached broad consensus. Let me emphasize a few points: first, there is a rare opportunity for China and the EU to strengthen strategic cooperation. The historic decision to establish a comprehensive strategic partnership between China and Europe in the 2003 has a profound and far-reaching impact on China and the EU in tackling the international financial crisis and global challenges today. There is no fundamental conflict of interest in central Europe and there are no outstanding historical issues. Both sides advocated the diversity of world Multi-polarization and civilizations and considered that decisions on major international affairs should be democratic, open and transparent, strengthen the role of the United Nations, increase the representation of developing countries in important international institutions, support free trade and strengthen international financial regulation, and promote international cooperation in tackling climate change. China-EU consensus on improving global governance is far greater than differences.  Both sides should adhere to the strategic view of common interests, strengthen coordination and cooperation, and work together to promote the establishment of a new international political and economic order. Second, strengthen mutual understanding, trust and support. China's reform and opening-up has made great achievements. National comprehensive strength and international status have been significantly improved. But the Chinese government and leaders are sober about the problems and challenges they face, and the determination to uphold reform, opening-up and peaceful development is firm and full of confidence in the future of our country and nation.  China will certainly assume more international responsibility, which is not only the expectation of the international community, but also in China's interests. History tells us that no great cause can be smooth sailing, not overnight. We look at our own development in this way and look at the development of the EU. China firmly supports the efforts of European countries to unite themselves, never interferes in EU internal affairs, considers Europe as an independent pole and believes that a strong EU can play a more active role in promoting world peace and development. No matter how the international situation changes, China and the EU should join hands together.  The two sides should strengthen cultural, youth and media exchanges and strengthen the public opinion base of China-EU relations. Third, to expand pragmatic cooperation in various fields. At present, China and the EU are actively adjusting their development strategies, paying more attention to the coordinated development of the economy and society, attaching more importance to scientific and technological innovation and sustainable development, which provides a broad space for cooperation.  China-EU cooperation should be based on economic and trade cooperation, high-tech cooperation as the Guide, green Economic cooperation as the focus, give full play to the main role of enterprises and market guidance. China and the EU should work together to achieve the overall balance of trade and sustainable growth of both sides.  China would like to continue sending trade and investment promotion missions to EU countries to expand imports from Europe, and consider setting up special funds to encourage cooperation between SMEs.  The EU should recognize China's full market economy status as soon as possible, enable Chinese enterprises to obtain fair competition treatment, simplify visa formalities for Chinese business people to Europe, achieve the equivalent of China-EU audit public supervision system, reduce various barriers, and provide more attractive environment and conditions for Chinese enterprises to expand trade and investment in Europe. I have noted some foreign entrepreneurs ' comments on China's investment climate. To enhance communication with them, I offered to meet with President Barroso and the European Union's entrepreneur representatives in China after the press conference. Here, I would like to say that the Chinese government unswervingly implements the opening-up policy and is committed to creating a fair and competitive market environment for all market subjects, such as foreign enterprises and Chinese enterprises. China is engaged in a serious and positive manner in the negotiations on the accession to the WTO Agreement on Government procurement. Procurement and construction projects involving government funds adopt an open and transparent approach to equal treatment of Chinese enterprises and foreign companies and their products in China. The policy of encouraging independent innovation is equal to all enterprises in China, and will not exclude foreign-funded companies. The Chinese government will further increase transparency in decision-making, standardize administrative actions and timely release information on development planning, industrial policy, access standards and industry dynamics.  We welcome the participation of foreign enterprises in China's reform and opening-up process, operate according to law and share the opportunities and achievements brought by China's economic development. The international community should share the responsibility to consolidate the momentum of the world economic recovery. Although the impact of the international financial crisis is weakening and the world economy and trade are beginning to rebound, the real battle against the crisis will require the tireless efforts of all countries for a considerable period of time ahead. In particular, from the root causes of crisis to strengthen governance, and firmly oppose all kinds of trade protectionism.  China would like to strengthen communication and coordination with the EU in the group of 20 and other important multilateral mechanisms on major issues involving the world economy and finance. Five, tackling climate change involves the fate of all mankind, including China's interests. Through its active participation in the Copenhagen Climate Change Conference, China has shown the world its firm will and practical action to promote international cooperation in climate change. We understand the concerns of the EU and the international community about China's energy conservation and emission reduction. I would like to stress that China's resolute, no matter how difficult it is, will strive to achieve its own decision to control greenhouse gas emissions targets.  We are willing to work with the European side on the basis of adhering to the principle of "common but differentiated responsibilities" to promote continuous progress in the negotiations.China is committed to safeguarding the international nuclear non-proliferation regime and safeguarding peace and stability in the Middle East.  China will continue to maintain communication with all parties in a responsible and constructive manner and play an active role in the early and proper resolution of the Iranian nuclear issue. Ladies and gentlemen: at the beginning of the meeting, I said that the meeting would outline a clearer and richer blueprint for the development of China-EU relations. Through the joint efforts of both sides, we have achieved our expectations and laid a solid foundation for the 13th meeting of China-EU leaders in Europe in the second half of this year.
