Xinhua Beijing, July 6, according to the state Ministry of Commerce website News, the Italian Republic of 6th published the business Minister Chen Deming's signature article "China deeds against protectionism" pointed out that some Western media reported that China will be in the economic stimulus plan to implement the so-called "buy Chinese" policy, that China turned to protectionism, This is a misconception. The text reads as follows: China deeds against protectionism China's commerce Minister Chen Deming's open trade and investment system is an important driving force for world economic growth. There are signs of stabilisation in the world economy, but there is still much uncertainty about the outlook. The continued unwavering opposition to protectionism, the opening up of markets, and the smooth flow of trade and investment are essential for the world economy to consolidate its recovery momentum. China is an important participant and beneficiary of economic globalization. Against protectionism, China is by no means chanting slogans and gestures. At present, China's total tariff level is 9.8%, of which the average agricultural product rate is 15.2%, only the world average level of 1/4. 2002-2008, China's total imports from the world 4.8 trillion U.S. dollars of goods, annual growth of 25.1%, import increase accounted for the world's nearly 9%. China has become the world's third largest importer. By the end of 2008, China has actually used more than $850 billion trillion in foreign capital, with about 280,000 operating foreign-owned enterprises, most of which make a profit. Foreign brands and imports accounted for 70%, 75%, 75% and 50% of the Chinese market in key consumer goods such as automobiles, mobile phones, cosmetics and household appliances. In the course of coping with the financial crisis, the Chinese government has always pursued a mutually beneficial opening-up strategy, actively strengthening economic and trade cooperation with other countries, safeguarding the multilateral trading system and cooperating with each other. In the stimulus plan already in place, China adheres to WTO regulations and treats domestic and foreign products equally, providing a lot of business opportunities for foreign enterprises. Since this year, China has also organized a number of investment and trade promotion groups to Europe and the United States to expand the relevant countries to import and investment trade cooperation, practical action to demonstrate China's clear stance against protectionism. Recently, some Western media reported that China would introduce a so-called "buy Chinese" policy in its stimulus package, and that China was turning to protectionism. This is a misconception. Not long ago, in order to standardize the government procurement behavior, according to China's "government procurement Law", the Chinese government has reiterated that the government procurement of financial funds should first purchase the original provisions of domestic products, mainly for some places in the procurement of tenders to discriminate against domestic products practices. The domestic products referred to in the regulations also include products of foreign-invested enterprises established in China according to law. In fact, much of the investment in China's stimulus package is social investment, and many foreign companies are benefiting from China's aggressive macroeconomic policies to boost domestic demand. For example, in order to expand rural consumption, the Chinese government subsidies to encourage farmers to buy home appliances, many foreign brands of products in this is known as "home appliances to the countryside" of the successful bidder, enjoying the ChineseGovernment's support policy. China is not yet a member of the WTO Agreement on Government procurement, the relevant provisions of which are not in breach of international obligations. The Chinese government is also willing to further open up the government procurement market, hoping that the members concerned can be flexible and pragmatic attitude, reduce the price, for China's early accession to the Government Procurement agreement to create conditions. What I would like to point out is that China is not a protectionist trade, and it is the biggest victim of protectionism. According to the WTO statistics, China encountered anti-dumping investigations in 2008 73, countervailing Investigation 10, respectively accounted for the total number of global cases 35% and 71%, is the world's most experienced trade relief survey members. In the first half of this year, China's anti-dumping, countervailing, safeguard measures and special safeguard measures and other trade relief investigations as many as 58, involved in the amount of more than 8 billion U.S. dollars. China will not trade protection against trade protection, but we strongly appeal to the world to abide by the leaders of many times the common opposition to trade protectionism solemn commitment, do not let no unhelpful protectionism to delay the pace of world economic recovery. Italy is one of China's most important economic and trade partners in the EU, with bilateral trade reaching $38.3 billion in 2008. Sino-Italian economies have a strong complementarity, Italy's industrial design, creative industry, fashion industry leader in the world, with many famous brands. China's basic manufacturing cost is low, complete supporting system, is speeding up the upgrading of traditional industries. There is great potential for cooperation between the two countries. In a situation where the impact of the financial crisis continues and the prospects for the recovery of the world economy are uncertain, it is very beneficial to both sides and the whole world to rally consensus and work together to resist trade and investment protectionism in real action. We should take President Hu Jintao's successful visit to Italy as an opportunity to promote positive action between the two industries, turn the opportunities into tangible results of cooperation, and promote the Sino-Italian Economic and trade cooperation to a new level.
