Kalgrinzer said the EU urged developed countries to have medium-term targets consistent with their long-term goals, and that the medium-term target needs to be upgraded-by 2020, with 1990 emissions as the benchmark for 40%. He said he hoped the two sides could reach an agreement on reducing emissions at the summit in China this fall.
