"Big Data" as an inevitable development trend has been more and more with the industry mentioned, and some industries have been mature applications, and some industries are still on the sidelines. Undeniably, the large data age, on the one hand to bring great help and benefits to enterprises, but also bring about the cost, complexity and risk of spiral. How to adapt to this large data age, the full use of a variety of useful data, to establish a fast and efficient service platform, which has become an urgent need to solve the problems of various industries.

Lio Noo, deputy director of the Department of Health of Guangdong Province, recently published his views on the application of large data applications in the medical industry. In his view, with the increase of the geometric multiple of medical information data, the hospital information storage will be paid more and more attention, and the focus of medical center will be shifted from the traditional "computing" to "Storage" field.

For some of the cost implications of large data, Lio Noo that large medical data can yield far more than the cost of managing them, such as opening new sources of information with medical value, improving diagnostic accuracy and speed, predicting disease and health patterns, and making different insights into life science innovations. According to the McKinsey Global Research Institute (MGI), an American management consultancy, if the U.S. medical industry can effectively use the growing data to improve efficiency and quality, it can create additional value of more than $300 billion a year. Moreover, in the developed countries of Europe, the government administration can use large data to save more than € 100 billion of the cost, only in improving its operational efficiency.

For the medical service how to adapt to the big data age, make full use of various useful data, set up efficient and fast service platform, Lio Noo pointed out four factors:

The first is the idea. Concept is very important, some time ago, we also put forward a "wisdom of Guangdong" concept, but in how to use large data, there is still a lack of overall strategic vision, the operation is also a bit deficient. What is this concept? is how we adapt to the trend of the era of large data. We do not use the traditional concept of no way or say, let the experts talk about, let everyone to a "concussion", to a collision of ideas. Only in this way, we will know what we are doing "big data", what the government should do? Again, how to adapt to the hospital? Now I think the obstacles to the concept are quite common in the doctor. As long as everyone on my microblog can see, I recently proposed third-party testing can be vigorously promoted. But there are a lot of medical staff think not, in fact, when you say no, you have to ask yourself, you into the Big data era did not? I said, in the era of large data, there is nothing to do, only unexpected. This is a change of mindset. From cognition, application to transformation, is a stage of understanding.

The second issue is policy. Health reform is one of the biggest problems in medical industry, how to adapt to the age of large data? That is, our goal is to put forward, our beautiful ideals to put forward, how to achieve the problem. For the moment, I think our policy is disjointed and formalism is very serious. The reason for disconnection also has the benefit of the game and redistribution. There are also policy bottlenecks that have not been liberalized, such as third-party testing, which is internationally accepted, especially in the market economy that our country pursues, so why can't our policies be completely liberalized like the United States? Like doctors practising more, we have been encouraging openness, but in practice there has been very limited progress. Openness is secondary, and supervision is the key. In practice, however, the policy bottlenecks of third-party testing or doctor-side practice remain. In fact, the formulation of the policy is how to go from the access, supervision and withdrawal of these three aspects to consider, so that can form a real market.

The third is technology. The current problem is not the application of technology, but the platform to build and integrate. Technology can say no problem, now we do not have a lot of handheld this palm that? These are a terminal service. If you think of it, you can do it. When I was studying in Israel in the 1995, Israel already had a tele-consultation on ECG, why haven't we used it yet? It's not a technical problem, it's a platform problem or a resource integration problem. Now, almost all government departments have their own database, but not open, resulting in a huge waste of resources. How to provide a service platform there are many forms, are not technical problems, many times is a matter of interest, so the government should consider how to apply the technology under the guidance of the policy. Of course, the access to technology has yet to be considered. For example, third party testing, some people who are not open to the idea that third-party inspection is a mess, and I think, in fact, only they can be more professional, more large-scale, more standardized.

Four is the service. Whether private or state-owned, I believe that third party service platforms must be built, at least to save resources, improve standards and facilitate the patient. Therefore, in this market, we do not discriminate against the private sector, in fact, we have a very successful third party platform in Guangdong, they are successful because of the support of all parties. Now provide a variety of medical services related to a lot of companies, especially some network services platform and software, rely on is the technology, rely on is the service. Only from the point of view of people-oriented, the establishment of a more friendly interface to provide human services, so that can attract more people, products can be rooted in the people, the company can continue to grow and develop.
