The ministerial meeting was attended by a delegation of Ministers of trade from member Governments, responsible for ensuring the realization of the WTO functions and taking the necessary action to that end.  To consider the implementation of WTO agreements and the operation of the multilateral trading system, to launch multilateral trade negotiations and to review and guide the progress of negotiations, and to take decisions on all matters under the multilateral trade agreements, at the request of members and on the basis of consensus. The ministerial meeting is convened at least once every two years.  Since its inception in 1995, the WTO has held 6 ministerial-level meetings to date. The first Ministerial conference was held in Singapore in December 1996, the second Ministerial Conference was held in Geneva, Switzerland, in May 1998, and the third Ministerial Conference was held in Seattle, United States, in November 1999, and the Fourth Ministerial Conference was held in November 2001 in the capital of Doha, Qatar, The fifth Ministerial Conference was held in Cancún, Mexico, in September 2003, and the Sixth Ministerial Conference was held in the HKSAR, China, in December 2005.
