China News agency Beijing Ten mid-spring 15th Xinhua Chinese Foreign Ministry spokeswoman Jiang Yu said at a regular press conference 15th that if the current negotiations in Copenhagen met with some resistance, difficulties and slow progress, the main reason was that the developed countries had regressed in their attitudes on key topics such as mitigation, finance and technology. Jiang said that the Copenhagen Conference has reached a critical stage, the talks have made some progress, but there are still some contradictions and differences. China believes that the relevant parties should strengthen the coordination and cooperation, especially the developed countries should attach importance to their historical responsibilities and obligations on the subject of weather change, fully demonstrate their political sincerity, and earnestly make and fulfill their commitments to promote the Copenhagen Conference to achieve positive and practicable results. Jiang said that the developed countries, while trying to negate the principles of the United Nations Framework Convention on Climate Change, abandon the Kyoto Protocol and deviate from the "Bali Roadmap" mandate, and on the other, they are trying to put forward various unfair demands on the developing countries. China believes that this has affected the negotiation process and has also affected the positive outcome of the negotiations. Jiang said that the key to the success of the Copenhagen Conference is the political sincerity of the developed countries, the commitment to the medium-term substantial quantitative emission reduction targets, and the implementation of capital obligations to provide financial and technical support to developing countries, which is the law's unshirkable obligation and responsibility. Jiang said the Chinese government has been positive and constructive in its approach to the Copenhagen Conference. Premier Wen Jiabao will leave Beijing for Copenhagen tomorrow afternoon to attend the climate change meeting. He will make an important speech at the meeting on the Chinese government's attitude and advocacy of active response to climate change and promoting international cooperation in climate change. In addition, Wen will meet with leaders and heads of some of the countries and international organizations participating in the meeting. Jiang said developing countries, including the basic four countries (China, India, Brazil, South Africa), are coordinating their efforts to achieve a positive outcome in Copenhagen. The participation of developing countries in the Conference was serious and positive, and the attitudes of developing countries were consistent and distinct on a number of major principles. Including China, the vast majority of developing countries, including India, will continue to strengthen coordination, communication and cooperation with all parties, including developed countries, in a positive and constructive manner, in accordance with the principles and requirements set out in the Convention, the Protocol and the Bali Road map, and to contribute to the positive outcome of the Copenhagen Conference.
